The University of Toledo Police Patrolman's Association held its first ever officers meeting on August5, 1986. Paul Berwanger presided as president. The unofficial union soon after petitioned the State Employment Relation Board for an election to be the exclusive representative of all employees in the unit.

The S.E.R.B. election took place on November 21, 1986 with all fourteen members voting "for" the U.T.P.P.A. On December 18, 1986 U.T.P.P.A. became certified by the state as the official union representative for all employees in the unit.

The first official officers elected for the U.T.P.P.A. included John Dauer: President, Charles Burroughs: Vice President and Ben Donato: Treasurer.

On February 1, 1991, U.T.P.P.A. filed its charter and paid its first dues to become a member of the International Union of Police Association. AFL  - CIO. Charles Burroughs was president and Paul Csurgo was Vice President. The union had increased to eighteen members since its beginning.

U.T.P.P.A. Local 70 is still affiliated with the I.U.P.A., AFL - CIO. There are currently 27 members in the union. U.T.P.P.A. represents officers from the rank of patrolman to sergeant.

U.T.P.P.A. is proud to be actively involved in the university and community. U.T.P.P.A. continues to strive to be a leader in every area. Current examples involve working on the University of Toledo Strategic Planning Committee. P.A.L. program, local political action groups for law enforcement and various youth organizations.
